  5.     It would have been easy for China to give Hong Kong a much
  6. needed boost of confidence when it released the new draft of
  7. the Basic Law, which will govern the territory after Britain
  8. relinquishes control and Beijing takes over in 1997. The Hong
  9. Kong members of the drafting committee wanted nothing more than
  10. a modest increase in the number of directly elected legislators
  11. after 1997. As it was, only 18 out of 60 seats were to be
  12. filled by open ballot. Since Tiananmen Square, however, Hong
  13. Kong's top priority has been to increase that allotment as a
  14. hedge against rule by Communist whim.

  16.     But with its members dominating the panel, China not only
  17. rejected any increase but diluted democracy further by giving
  18. extra weight to the votes of the indirectly elected legislators
  19. -- those chosen mainly by groups representing such
  20. constituencies as business, the professions and labor. Next
  21. month Hong Kong will have a last, slim chance to coax
  22. concessions from Beijing before the charter is promulgated in
  23. April.
